license of Stations WHCU(AM)/WYXL(FM), Ithaca, NY.

TELESCRIPPS CABLE COMPANY.  Granted to the extent
indicated, complaints re: cable programming service tier
rates charged by TeleScripps Cable Company and ordered
TeleScripps to refund subscribers in Elizabethtown, KY, that
portion of the amount paid for programming service from
July 15, 1994, to January 31, 1995 and from February 1,
1995 to January 31, 1996, that exceeded the maximum rate.

TELESCRIPPS CABLE COMPANY. Granted complaint
against the cable programming service tier rate increase
charged by TeleScripps Cable Company and ordered
Telescripps to refund subscribers in Elizabethtown, KY, that
portion of the amount paid for cable programming service
beginning February 1, 1996, which exceeded the maximum
rate of $12.25 per month (plus franchise fee), plus interest
to the date of the refund. (By Order [DA 96-985] adopted
June 19, 1996, by the Chief, Cable Services Bureau)

FEDERAL-STATE JOINT BOARD ON UNIVERSAL
SERVICE.  Federal State Joint Board recommended that the
FCC extend, until final universal service rules become
effective, the current interim rules prescribing an indexed
cap on the total level of the Universal Service Fund. (CC
Docket No. 96-45, By Recommended Decision [FCC 96J-1]
adopted June 19, 1996, by the Federal State Joint Board)
