** COMMISSION ADOPTS VIDEO DIALTONE
TRANSITION RULES - CS DOCKET NO. 96-46  (Report
No. DC 96-69, Action in Docket Case)
     The Commission has adopted an Order that will
allow existing video dialtone (VDT) systems to continue
providing video programming services under one of the
permissible options in the Telecommunications Act of 1996. 
Video dialtone operators will have 90 days from August 8,
1996 to elect and continue providing service under one of
four permissible options: wireless, common carrier video,
cable or open video system.
     Action by the Commission July 22 by First Order
on Reconsideration (FCC 96-312).

broadband PCS competitive bidding and the commercial
mobile radio service spectrum cap; amendment of the
Commission's cellular/PCS cross-ownership rule.  [DA
96-1171]

THE 28 GHz BAND.  Designated band segments in the
28 GHz band for several types of wireless systems,
clearing the way for licensing local multipoint distribution
service (LMDS)  providers, fixed satellite service
systems, and feeder links for certain mobile satellite
service systems;  seeks comment on whether the
Commission should adopt  eligibility  or use restrictions
for incumbent local exchange carriers and cable operators
for acquisition of LMDS spectrum within their geographic
service areas.  Comments are due August 12, replies
