**COMMISSION ADOPTS RULES TO IMPLEMENT LOCAL COMPETITION PROVISIONS OF TELECOMMUNICATIONS ACT OF 1996 - CC DOCKET NO. 96-98. Action in Docket Case The Commission took action to remove statutory, regulatory, and operational barriers to local telephone services competition. In an Order adopted today, one week before the August 8 deadline, the Commission established a framework of minimum, national rules that will enable the states and the Commission to begin implementing the local competition provisions of the Telecommunications Act of 1996..
