HERITAGE CABLEVISION, INC.-DES MOINES, IOWA. Heritage Cablevision Inc., d/b/a TCI of Central Iowa, raised two issues in this appeal. First, TCI claimed it must be allowed to recover costs of installing and retrieving converters, and the costs of managing converter inventory.
