FIVE BUREAUS PUBLISH CUSTOMER SATISFACTION REPORTS.   Five of the FCC's
 operating Bureaus have issued Customer Satisfaction Reports and they
 clearly indicate that the FCC is meeting the expectations of its customers
 one year after these Bureaus issued their first Customer Service
 Standards.  Copies of the Report can be obtained through the Commission's
