FCC CHAIRMAN HUNDT CRITICIZES PROPOSED DIGITAL TV RULES; SAYS ANY DTV
 STANDARD SHOULD HAVE SUNSET, MEET FOUR CONDITIONS.   FCC Chairman Reed
 Hundt said today that "in the digital era, we would only need three rules
 for broadcasters -- no interference, spectrum caps, and clear public
 interest guidelines," and criticized other proposed rules involving
