**FCC RELIEVES LONG DISTANCE COMPANIES FROM TARIFF FILING REQUIREMENTS--CC
 DOCKET NO. 96-61 (REPORT NO DC 96-94, ACTION IN DOCKET CASE).   The
 Commission, exercising the new forbearance authority granted to the
 Commission in the Telecommunications Act of 1996, ruled that non-dominant
 interexchange carriers will no longer file tariffs for their interstate
 domestic long distance services.  Action by the Commission October 29,

 SERVICE TO US USING CANADIAN SATELLITES (REPORT NO. IN 96-22,

 Reconsideration filed by TelQuest Ventures, Inc. and Western
 Tele-Communications, Inc., concluding that it properly dismissed the
 TelQuest and WTCI applications to provide Direct Broadcast Satellite
 service to the United States using satellites that have not yet been
 licensed by Canada and that would be owned and operated by a Canadian
