COMMON CARRIER SCORECARD REPORT GOES ON-LINE.   The Common Carrier Bureau
 released today the second editionof the Common Carrier Scorecard.  The
 Scorecard, now available on the Common Carrier Bureau's home page,
 includes a compilation of comparative complaint statistics that the public
