CABLE RATE REGULATION RULES. Addressed application of Commission's rate regulation rules regarding the addition of channels to, and movement of channels between, a cable operator's cable programming service tier and basic service tier. Concluded that when a channel is shifted from the CPST to the BST, the shifted channel is treated as if it was dropped from the CPST and the residual programming costs associated with the shifted channel are moved to the BST. COMMISSION ORDERS HEARING FOR FLETCHER COMPANIES; COMPANIES SUBJECT OF NUMEROUS SLAMMING COMPLAINTS -- CC DOCKET NO. 97-144 (REPORT NO. CC 97-30, COMMON CARRIER ACTION). The Commission has ordered a hearing to determine whether the operating authority of the Fletcher Companies, a group of long distance telephone companies owned and/or operated by Daniel Fletcher, should be revoked, and whether the Fletcher Companies and the Companies' principals should be barred from providing interstate common carrier services without the prior consent of the Commission. The Fletcher Companies are the subject of numerous consumer complaints involving a practice known as "slamming." COMMISSION ADOPTS ORDER INVOLVING CENCOM CABLE'S CPST RATE FOR JASPER, TX (REPORT NO. CS 97-17, CABLE SERVICES ACTION). The Commission has affirmed the Cable Services Bureau's holding in DA 95-681 (released April 7, 1995) that the initial rate of $14.69 charged by Cencom Cable Income Partners II, L.P. for its Jasper, TX cable programming service tier was unreasonable and that Cencom must refund overcharges collected between November 16, 1993, and May 15, 1994. LOCAL EXCHANGE CARRIERS PERMANENT COST ALLOCATION MANUAL FOR THE SEPARATION OF REGULATED AND NONREGULATED COSTS. Found that the payphone operations revisions that seventeen incumbent local exchange carriers filed for their cost allocation manuals (CAMs) were generally acceptable, except as discussed. In those instances where CAMs require further revision, directed the carriers to file revisions to their CAMs within 60 days of release of this Order.
