IMPLEMENTATION OF SECTION 309(J) OF THE COMMUNICATIONS ACT -- COMPETITIVE BIDDING FOR COMMERCIAL BROADCAST AND INSTRUCTIONAL TELEVISION FIXED SERVICE LICENSES AND ISSUES REGARDING COMPARATIVE BROADCAST HEARINGS. Implemented provisions fo the Balanced Budget Act of 1997, which expanded the Commission's competitive bidding authority under Section 309(j) of the Communications Act of 1934, by adding provisions governing auctions for broadcast services. Concluded that all pre July 1, 1997, commercial broadcast applications should be resolved by competitive bidding procedures. Decided to resolve pending comparative renewal proceedings that are outside the scope of Commission's auction authority under Sections 309(j) and 309(l) of the Communications Act through comparative hearings.
