Found that a third applicant, J. PSWF CORPORATION AND COMMUNICATION INNOVATIONS CORPORATION. Dismissed various pleadings filed by PSWF Corporation and Communication Innovations Corporation (CIC) as jointly requested on July 31, 1998. On the FCC's own motion, clarified that PSWF is entitled to permanent grandfathered regional exclusivity with respect to its licenses that were reinstated by the US Courth of Appeals for the DC Circuit. Dismissed as moot PSWF's slow growth request with respect to a second group of licenses granted to PSWF at identical sites.
