The Commission has granted Applications for Transfer of Control and Petition to Terminate and for Special Relief filed September 2, 1998 by MobileMedia Corporation and Arch Communications Group, Inc., and has terminated the license revocation hearing involving MobileMedia (WT Docket No. 97-115) pursuant to the Commission's Second Thursday Doctrine, conditioned on approval and consummation of the parties' proposed reorganization plan. SATELLITE DELIVERY OF NETWORK SIGNALS TO UNSERVED HOUSEHOLDS FOR PURPOSES OF THE SATELLITE HOME VIEWER ACT. Adopted Report and Order seeking to identify more accurately those consumers who are "unserved" by their local, over-the-air broadcast network stations. Under the 1988 Satellite Home Viewer Act, only these "unserved" consumers are eligible to receive broadcast network stations through a home satellite dish. The Commission has adopted an on-site testing methodology and, to avoid the need for testing, teh Commission has endorsed a computer model to predict whether a household is able to receive an adequate ("Grade B") television signal.
