Eliminated the requirement for filing an original FCC Form 740 with the Commission when the Form 740 is submitted to the U.S. Customs Service to make the required declaration upon importation of the device capable of causing harmful interference; amended the importation rules to clarify language regarding use of radio frequency devices that are imported for export to make the rule more easily enforceable.
