FCC ISSUES BROADCAST OWNERSHIP BIENNIAL REVIEW REPORT; WILL BEGIN RULEMAKINGS ON DUAL NETWORK, RADIO MARKET DEFINITION, EXPERIMENTAL STATION AND NEWSPAPER/BROADCAST CROSS-OWNERSHIP. The FCC has completed its Biennial Review of its broadcast ownership rules and proposes to retain, but modify three rules: (1) the dual network rule to allow common ownership of an established TV network (ABC, CBS, FOX, NBC) and an emerging network (WBTN or UPN); (2) the definition of local radio markets and the methods of calculating the number of stations in a market and the number of radio stations a party owns in a particular market; and (3) the newspaper/broadcast cross-ownership rule so that it is tailored to cover those situations where it is necessary to protect the public interest.
