IN THE MATTER OF TELECOMMUNICATIONS RELAY SERVICES AND SPEECH-TO-SPEECH SERVICES FOR INDIVIDUALS WITH HEARING AND SPEECH DISABILITIES. Amended the effective date by which parties must comply with most of the amended rules adopted in the TRS Order. Established a fixed date for the annual submission of complaint log summaries by states and TRS providers to the Commission by July 1 of each year. Rigorously conformed the text of the rules concerning the submission of contact information and the treatment of emergency calls to the precise language in the TRS Order. Clarified requirement regarding the transfer of customer profile information between outgoing and incoming TRS providers. Clarified the review process and possible disposition of informal complaints under amended TRS rules. Change the nomenclature in rules from "video relay interpreting" to "video relay services." IN THE MATTER OF IMPLEMENTATION OF THE LOCAL COMPETITION PROVISIONS OF THE TELECOMMUNICATIONS ACT OF 1996. Took three actions to extend and clarify the temporary constraint adopted in the Supplemental Order. Extended and clarified the temporary constraint identified in the Supplemental Order while it compiled adequate record for addressing the legal and policy disputes. Clarified what constitutes a "significant amount of local exchange service," and clarified that the incumbent local exchange carriers (LECs) must allow requesting carriers to self-certify that they are providing a significant amount of local exchange service over combinations of unbundled network elements, and allowed incumbent LECs to subsequently conduct limited audits by an independent third party to verify the carrier's compliance with the significant local usage requirements.
