On November 1, 2000, the Common Carrier Bureau issued an Order which extended the September 30, 2000 deadline for implementation of non-recurring services by applicants for universal service support for eligible schools and libraries who were unable, through no fault of their own, to complete installation of non-recurring services by the deadline. Specifically, we extended the deadline to September 30, 2001 for those applicants: (1) whose Year Two funding commitment letters were issued by the Universal Service Administrative Company (USAC or the Administrator) on or after April 4, 2000; (2) who received service provider change authorizations or service substitution authorizations from USAC on or after April 4, 2000; (3) whose service providers were unable to complete implementation for reasons beyond the service provider’s control; or (4) who have had their funding disbursements delayed while USAC investigates their application for program compliance.   • Order. Common Carrier Bureau releases Service Provider Identification Number (SPIN) Change Appeals Submitted by Eligible Schools and Libraries (Copan Remand Order). In this order, CCB remanded to USAC 31 schools and libraries appeals concerning Service Provider change requests and directs USAC to resolve the appeals in keeping with the Commission's March 16, 2000 Copan Order. In the Copan Order, the Commission broadened the categories for acceptable service provider identification number (SPIN) changes so that SPIN changes are now permitted whenever an applicant certifies that (1) the SPIN change is allowed under its state and local procurement rules and under the terms of the contract between the applicant and its original service provider, and (2) the applicant has notified its original service provider of its intent to change service providers. Under the previous SLD SPIN change guidelines, SPIN changes were permitted only where the service provider: (1) refuses to participate; (2), has gone out of business; or (3) has breached its contract.
