The Wireline Competition Bureau (Bureau) released a Staff Report which analyzed the record in the rate of return represcription proceeding, analyzed various analytical methods and data sources that could be used to calculate the rate of return and recommended a zone of reasonable rate of return estimates. The Bureau asked outside experts to peer review the Staff Report and received peer review reports.
