Purpose: This report provides a view over time of the average repeat out-of-service trouble reports as a percentage of initial out-of-service trouble reports, for those telephone companies required to file the ARMIS 43-05 report, i.e., incumbent local exchange carriers subject to elective and mandatory price cap regulation. Data are available for several user-selectable levels of aggregation (Large ILEC Regions, All Reporting ILECs, Large ILEC Study Areas, Mid-Sized ILEC Study Areas, Individual Holding Company, Individual State), and may be displayed by Residence, Business, and Combined Residence and Business service classes. Data are displayed by year under the current corporate structures, for the most recent 10-year period.

Source: ARMIS 43-05, Table II, Columns (af) Total Residence, (ai) Total Business, (aj) Total, Rows 144 Initial Trouble Reports Number Out-of-Service Trouble Reports and 148 Repeat Trouble Reports Number Out-of-Service Trouble Reports.

Content: Results may be selected and displayed for the following aggregations:

· Large ILEC Region: AT&T, Qwest, and Verizon - results for each of these three companies (based on combined study areas for each of the three), plus the combined results of all three companies.

· All Reporting ILECs: Results at the study-area, rolled-up holding company, and rolled-up total levels using data from each of the reporting ILEC holding companies (BellSouth, Qwest, Southwestern Bell, Pacific Telesis, Southern New England, Ameritech, Verizon, Cincinnati Bell, Citizens, Iowa Telecom, Embarq, and Windstream).

· Large ILEC Study Areas: Results at the study-area, rolled-up holding company, and rolled-up total levels using data from each of the large ILEC holding companies (AT&T, Qwest, and Verizon).

· Mid-Sized ILEC Study Areas: Results at the study-area, rolled-up holding company, and rolled-up total levels using data from each of the mid-sized ILEC holding companies (Cincinnati Bell, Citizens, Iowa Telecom, Embarq, and Windstream).

· Individual Holding Company: Results for the selected holding company at the study-area and rolled-up holding company level.

· IndividualState: results for each reporting ILEC within the selected state, plus the combined results for all reporting ILECs in that state.

ARMIS Report data for companies who have not filed any ARMIS data more recently than the fifth year preceding the current year are not available in the system, i.e., if the last year in which a company filed ARMIS data is 2002 or earlier, then no ARMIS data for that company is in the system.

Method: For individual COSA results, the average repeat out-of-service trouble reports as a percentage of initial out-of-service trouble reports equals 100 times Row 148 ¸Row 144. For aggregate results, first sum all Rows 148. Next, sum all Rows 144. Finally, divide the Row 148 sum by the Row 144 sum, and multiply that quotient by 100 and round to the nearest tenth of a percent.
