Intercarrier Compensation
MDRD handles disputes concerning intercarrier compensation – the system of regulated payments in which carriers compensate each other for the origination, transport, and termination of telecommunications traffic. Cases have addressed questions such as tariff interpretation, access arbitrage, and toll-free 8YY arbitrage.

Wireless Roaming
Because no single wireless carrier has licensed spectrum and network facilities covering the entire United States, wireless voice or data customers traveling beyond their carrier’s geographic coverage area sometimes must “roam” on other carriers’ networks to maintain access to wireless services. MDRD handles disputes between carriers concerning the reasonableness of voice and data roaming rates.

Pole Attachment Access, Rates, Terms, and Conditions
A cable television system, a telecommunications carrier, or an association of such entities may file a complaint alleging that it has been denied access to a utility pole, duct, conduit, or right-of-way and/or that a rate, term, or condition for a pole attachment is not just and reasonable. MDRD handles pole attachment complaints filed with the Commission.
