Elizabeth Biley Andrion, Acting Chief of OSP, has served in executive roles in both Democratic and Republican administrations at the Federal Communications Commission. She served as Chief Counsel and Senior Legal Advisor to Chairman Julius Genachowski and, before that, was a top advisor to Chairman Kevin Martin. She has also led the Office of Strategic Planning under these Chairmen and was the General Manager of Steve Waldman's Future of Media project, the deputy on the AT&T/DIRECTV merger review team, and a deputy in the Media Bureau.

In addition to her experience at the FCC, she has served as a founding member of the board of advisors for LifePosts, a Vice President of Legal Affairs for Fox Television Stations, a regulatory attorney representing telecom and energy clients before a firm that maintained the state's largest California Public Utilities Commission practice, a Director of Business Development at Accenture, and the founder and CEO of a media company which she launched for an affiliate of venture capital firm Draper Fisher Jurvetson.

She has taught at Georgetown University, UCLA, and American University. She received a law degree from UC Berkeley, a master's degree from USC's Annenberg School for Communication, and a bachelor's degree in Economics and Rhetoric from UC Berkeley.
