Hopi, a tribally-owned wireline carrier, seeks ETC designation in the study area where it purchased three local exchanges of CenturyTel of the Southwest (CenturyTel), a rural incumbent local exchange, to provide telecommunications services to areas, including underserved and unserved areas, on tribal lands. Applying the Commission’s two-step analysis for ETC designations for tribal lands, we first conclude that the Commission has jurisdiction to determine whether Hopi should be designated an eligible telecommunications carrier.
