Media Ownership Workshop - Policy Scholars’ Panel, 11/2/09

Catherine J.K. Sandoval, Santa Clara University Law School

Professor Sandoval is an Assistant Professor of Law at Santa Clara University where she teaches Mass Communications Regulation, Antitrust Law and Contracts. She is the co-author of a Telecommunications Casebook to be published by Aspen Publishing. Her recent scholarship includes an analysis of minority radio ownership and its relationship to FCC policies and diversity, and an examination of Internet Service Provider promises about Internet access under Federal Communications Commission (FCC) and Federal Trade Commission standards.

Prior to joining the Santa Clara University law faculty, Ms. Sandoval clerked for Judge Dorothy W. Nelson on the 9th Circuit Court of Appeals. She was a litigator at the law firm of Munger, Tolles & Olson in Los Angeles and later served as Vice-President and General Counsel of Z-Spanish Media Corporation. During her six year tenure at the Federal Communications Commission from 1994 to 1999, she was the Director of the Office of Communications Business Opportunities where she received the FCC Chairman's Special Achievement Award. From 2001 to 2004 she served as the Undersecretary and previously as the Staff Director of the State of California's 47,000 employee Business, Transportation and Housing Agency.

Professor Sandoval received her Juris Doctor from Stanford Law School. She was the first Latina to win a Rhodes Scholarship and earned a Master of Letters degree at Oxford University. She graduated magna cum laude from Yale College. She hails from East Los Angeles and was the first person in her family to graduate from college.
