The Commission has received a revised cost allocation manual (CAM) from the National
Exchange Carrier Association, Inc. (NECA).1 The revisions reflect changes that occurred during the 2013
calendar year. Specifically, changes were made to Section I, Section III and Section VI. These sections
were revised to consolidate various cost pools, eliminate a cost pool reassignment of NECA’s core
expenses, and to broaden the list of incidental activities. NECA states that it made these changes to
improve reporting accountability and more accurately reflect NECA cost pools.

Paper Filers: Parties who choose to file by paper must file an original and one copy of each
