OSP Working Paper 26 (June 1991) examines changes in the competitive situation of the television broadcasting industry from 1975 to 1990 and presents some predictions for the next decade.  During the fifteen years preceding the study, there was a dramatic increase in the cable and other video options available to the American viewer.  Broadcast television, however, suffered an inrreversible long-term decline in audience and revenue share.

The authors predict that this decline in broadcast television will continue throughout the 1990s.  They conclude that, given this increase in competition, the FCC's use of competition regulations (imposed in a far less competitive environment) are no longer justified and may impede the provision of broadcast services.
