Section 623(k) of the Communications Act of 1934, as amended, which was added by the Cable Television Consumer Protection and Competition Act of 1992, requires the Commission to publish annually a statistical report on average rates for the delivery of basic cable service, other cable programming services, and equipment. Specifically, Section 623(k) directs the Commission to compare prices charged by cable systems facing effective competition with those not facing effective competition. This report, which is based upon the results of a survey of cable industry prices is issued in compliance with that statutory requirement, and represents the fourth survey of cable rates conducted by the Commission since 1992.
