Section 623(k) of the Communications Act of 1934 ("Communications Act"), as amended by the Cable Television Consumer Protection and Competition Act of 1992 ("1992 Cable Act"), requires the Commission to publish annually a statistical report that compares the prices charged by cable systems facing effective competition with the prices charged by those systems not facing effective competition for the delivery of basic cable service, other cable programming services, and equipment. This information is used to monitor cable prices and determine if the rates charged for equipment and services by cable systems not subject to effective competition are not unreasonable when compared with rates charged by cable systems subject to effective competition. The report also shows the changes in rates for programming services and equipment over time and on a per channel basis. This report is issued in compliance with that statutory obligation and represents the sixth study of cable rates conducted by the Commission since 1992.
