We have before us a Petition for Reconsideration by Jeremy Greene ("Greene"), a bidder in the Phase II 220 MHz auction (Auction Event No. 18), that submitted a high bid for License BEA 160, the Los Angeles-Riverside-Orange County, CA, E block market, and later withdrew that bid. There were no subsequent bids during the auction for this license. Greene requests reconsideration of the Auctions and Industry Analysis Division's ("Division") denial of his requests for waiver of the Commission's competitive bidding rules and the bid withdrawal rules as set forth under Section 90.1007. 2. We conclude that the Division properly decided the matters raised below, and we uphold its decision for the reasons stated therein. We find no reason to disturb this decision. 3. Accordingly, IT IS ORDERED that the Petition for Reconsideration filed on November 17, 1998 by Jeremy Greene IS HEREBY DENIED.
