FCC Form 655. Under the FCC's rules, manufacturers of wireless handsets must file annual reports using electronic FCC Form 655. These reports contain information about the hearing aid compatibility status of each handset offered, functionalities of hearing aid-compatible handsets, labeling of hearing aid-compatible handsets, and the filing company's consumer outreach efforts.
Device manufacturer reports are due by July 31 and cover the reporting period from the previous year’s July 1 through June 30. FCC Form 655 will be available for completion and submission during a July 1 to midnight EDT July 31 filing window. When July 31 falls on a weekend or holiday, the window will be extended and the report is due on the next business day.
FCC Form 855. In November 2018, the Commission eliminated the requirement that service providers file electronic FCC Form 655 and replaced it with a requirement that service providers file a certification of compliance using electronic FCC Form 855.
The filing window for the first service provider certifications opened on September 3, 2019 and closed on October 3, 2019 at midnight EDT. This initial certification covered the 2018 reporting period (January 1, 2018 through December 31, 2018).
After the initial certification window closed, subsequent service provider certifications are due by January 31 and cover the reporting period for the previous calendar year-- January 1 through December 31. FCC Form 855 will be available for completion and submission starting the first business day after January 1 to midnight EDT January 31. When January 31 falls on a weekend or holiday, the window will be extended and the certification is due on the next business day.
