The World Radiocommunication Conference (WRC) is a treaty-level forum held by the International Telecommunication Union (ITU) (a United Nations agency) every three to four years where countries decide on the allocation of frequency spectrum to allow the deployment or growth of all types of radiocommunication services such as wireless, broadcasting, and aeronautical services.

The Executive Branch (Department of State) has overall responsibility for United States preparation for and participation in the WRC and leads the US Delegation. The FCC provides the Department of State with policy and technical expertise on issues related to commercial radiocommunication services as well as amateur, broadcasting and state/local government radiocommunication services.

To prepare for the WRC, the Commission has created the World Radiocommunication Conference Advisory Committee (Committee) to provide to the Commission advice, technical support, and recommended private sector proposals for the issues to be considered at WRCs.

In particular, the Committee will focus on the international frequency spectrum issues identified on the WRC agenda with the goal of identifying private sector/public priorities and objectives. The Committee will be charged with gathering the data and information necessary to formulate meaningful recommendations for these objectives.
