On September 18, 2019, the FCC adopted a Report and Order and Further Notice of Proposed Rulemaking to modernize the TRS rules. In the Report and Order, the FCC updates the Commission’s definition of telecommunications relay service (TRS) in accordance with the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA). In the Further Notice of Proposed Rulemaking, the FCC proposes to eliminate the equal access and multiple billing options requirements, as well as cease Federal Register publication of notices of state requests for TRS program certification.
