On December 22, 2022, the FCC released a Notice of Proposed Rulemaking (Notice) seeking comment on a proposed plan for Telecommunications Relay Services (TRS) Fund support of Internet Protocol Captioned Telephone Service (IP CTS).  On February 3, 2023, the FCC released a Public Notice announcing the due dates for commenting on the Notice.

In the Notice, the FCC proposes to compensate IP CTS providers in different amounts, depending on whether captioning for a telephone call is provided on a fully automatic basis or with the help of communications assistants (CAs).  The FCC also seeks comment on a technical amendment to the Commission’s rule setting TRS Fund compensation for Internet Protocol Relay Service (IP Relay) to clarify how compensation is adjusted for inflation.

Interested parties may file comments by accessing the FCC’s Electronic Comment Filing System at https://www.fcc.gov/ecfs/filings.  All filings must reference CG Docket Nos. 22-408, 03-123, and 13-24.
