In 2017, the FCC’s Consumer and Governmental Affairs Bureau (CGB) certified 56 programs to distribute communications equipment to low-income individuals who are deaf-blind under the National Deaf-Blind Equipment Distribution Program (NDBEDP), also known as iCanConnect.

Recently, the programs certified for Kentucky and Illinois informed CGB that they would stop participating in the NDBEDP as of June 30, 2019. 

On July 31, 2019, CGB released a Public Notice announcing the selection of the Helen Keller National Center for Deaf-Blind Youths and Adults for the state of Kentucky. 

On August 22, 2019, CGB released a Public Notice announcing the selection of the Lester and Rosalie Anixter Center, through its Chicago Hearing Society Division, for the state of Illinois.
