On November 16, 2017, the Federal Communications Commission authorized television broadcasters to use the “Next Generation” broadcast television (Next Gen TV) transmission standard, also called “ATSC 3.0” or “3.0.” In the Report and Order, the Commission requires that broadcasters, when transmitting using ATSC 3.0, abide by the current public interest obligations that apply to television broadcasts, including accessibility obligations such as providing closed captions, televised emergency information, and the specified number of hours of video description. In the Further Notice of Proposed Rulemaking, the Commission seeks comment on criteria for local simulcasting waivers, temporary use of vacant channels, and the significantly viewed status of Next Gen TV stations.
