On November 3, 2017, the Public Safety and Homeland Security Bureau and Consumer and Governmental Affairs Bureau of the FCC released an Order granting the petition of T-Mobile USA, Inc. for clarification of the FCC’s December 2016 Real-Time Text (RTT) Report and Order with respect to 911 and RTT. 

This Order clarifies that when wireless carriers deliver RTT 911 calls to 911 call centers that are on an Emergency Services Internet Protocol Network (ESInet), the carrier is not responsible to transcode the call from RTT to TTY.  Such transcoding is done by the ESInet and the 911 call center.
