On September 26, 2017, the Commission adopted and released a Notice of Inquiry (NOI) that seeks comment on improving 911 access by enterprise communications systems (ECS) that serve businesses, hotels, educational institutions, and government entities.
Questions are raised about disability access in paragraphs 27 and 35 of the NOI:
· To what extent do ECS currently support 911 communication for people who are deaf, hard of hearing, deaf-blind, or have a speech disability?
· What is the potential for future ECS to support accessible communications media, such as real-time text (RTT)?
· Are there unique issues that persons with disabilities may encounter when calling from an ECS environment?
