On October 1, 2021, the FCC released a Notice of Proposed Rulemaking (NPRM) proposing and seeking comment on ways to improve the reliability and resiliency of communications networks during emergencies and ways to ensure that communications services remain operational when disasters strike.  The NPRM also seeks comment on improving the availability of information and communications services to persons with disabilities before and during emergencies.

On November 5, 2021, the comment due dates for the NPRM were published in the Federal Register, and the FCC released a Public Notice to announce the comment due dates.

Interested parties may file comments by accessing the Electronic Comment Filing System at https://www.fcc.gov/ecfs/filings.  All filings must reference PS Docket Nos. 21-346 and 15-80 and ET Docket No. 04-35.  People with disabilities who need assistance to file comments online may request assistance by email to FCC504@fcc.gov.
