On December 13, 2013, the FCC issued a Public Notice seeking comment on whether or not the FCC should require captioning of video clips shown on the Internet if they were part of programming shown on television. Currently, FCC rules implementing the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA) only require full length video programming on the Internet to have closed captions. In this Public Notice, the FCC seeks updated information on the extent to which the industry has voluntarily captioned such video clips on the Internet. For example, the FCC asks:
· What portion of IP-delivered video clips generally, and IP-delivered news clips specifically, are captioned ?
· Has the availability of captioned versions of such clips been increasing?
· What is the quality of the captioning on IP-delivered video clips?
