On August 27, 2013, Federal Communications Commission’s Consumer and Governmental Affairs Bureau released a Public Notice requesting comment on a petition filed by Purple Communications, Inc. (Purple) about the provision of both inbound and outbound functionality for calls using Internet Protocol captioned telephone services (IP CTS). Purple requests that the Commission clarify that the following statement in the VRS Reform Order not apply when users access IP CTS through web and wireless services: “Calls that are completed using a technology that does not provide both inbound and outbound functionality are not compensable from the TRS Fund.”
