EXTENSION OF DEADLINES FOR COMMENTS AND REPLY COMMENTS

ON PART 87 THIRD FURTHER NOTICE OF PROPOSED RULE MAKING 

REGARDING 121.5 

MHz EMERGENCY LOCATOR TRANSMITTERS

By this Public Notice, the Wireless Telecommunications Bureau extends the deadlines for filing 
comments and reply comments in the above-captioned proceeding.  On March 30, 2012, the Commission 
released the Third Further Notice of Proposed Rule Making in WT Docket No. 01-289, Review of Part 87 
of the Commission’s Rules Concerning the Aviation Radio Services.1 Comments and reply comments 
were due March 1 and March 18, 2013, respectively.  On February 25, 2013, the Airline Owners and 
Pilots Association, Experimental Aircraft Association, General Aviation Manufacturers Association, and 
National Air Transportation Association requested a 60-day extension of the comment deadline in order 
to allow more time to review, discuss with their memberships, and respond to the Third Further Notice of 
Proposed Rule Making.2 We grant the request in part.
As set forth in Section 1.46(a) of the Commission’s Rules,3 the Commission’s policy is that 
extensions of time shall not be routinely granted.  Given the importance of the issues in this proceeding 
and in the interest of enabling interested parties to file comments, however, we believe that granting the 
request in part is necessary to facilitate the development of a full record.  Due to a desire to conduct a 
prompt review of the record, we find that the requested 60-day extension is excessive,4 and instead we 
grant a 30-day extension of the comment deadline and a 45-day extension of the reply comment deadline.
