Dear Mr. Goggins and Mr. Minster:
AT&T Inc. ("AT&T") and Atlantic Tele-Network, Inc. ("ATN") have filed applications pursuant
to sections 214 and 310(d) of the Communications Act of 1934, as amended,1 seeking Commission
consent to the transfer of control of licenses and authorizations held by ATN's subsidiaries.2 For the
Commission to complete its review of the applications and make the necessary public interest findings
under sections 214 and 310(d) of the Communications Act,3 we require additional information and
clarification of certain matters discussed in the applications and other information provided to the
We appreciate your efforts to respond to the Information and Discovery Requests sent to
you on June 5, 2013, which, among other things, requested AT&T's plans for migrating all of
ATN's customers following the proposed transaction. In response, we have received information
on AT&T's plans for ATN's post-paid customers. As of the date of this letter, however, despite
several Commission staff follow-up conversations about the importance of transitioning pre-paid
customers, we have received no detailed responses from AT&T on its plans for transitioning
ATN's significant pre-paid customer base. We require this information to complete our review of
the applications and make the necessary public interest findings under sections 214 and 310(d) of
the Communications Act.

Therefore, we are stopping our informal 180-day time clock for review of transactions
effective August 27, 2013, which is Day 175 of our review. We will restart the clock upon
complete production of the information discussed herein.
