NOTICE OF DECEMBER 10 EFFECTIVE DATE OF BASIC SERVICE TIER ENCRYPTION

RULES

On October 10, 2012, the Commission adopted a Report and Order in Basic Service Tier
Encryption; Compatibility Between Cable Systems and Consumer Electronics Equipment (the
“Encryption Order”), which amended the Commission’s rules to allow cable operators to encrypt the
basic service tier in all-digital cable systems if they comply with certain consumer-protection measures.1
Those rules become effective 30 days after publication of the order in the Federal Register, which took
place on November 9, 2012.2 Accordingly, the rules adopted in the Encryption Order will take effect on
December 10, 2012.3
