International Detariffing Orders

International Interexchange Services Detariffing

Non dominant carriers are permitted (but not required) to file limited tariffs for the offering of international interexchange services for:

  • Dial around 1+ services (1010XXX)

  • Customers who subscribe to their domestic interstate interexchange services indirectly through a local exchange carrier. Such a tariff will be applicable to the customer until the parties consummate a written agreement but in no event for more than a 45 day period.

  • International inbound collect calls to the United States

  • The provision of "on-demand" Mobile Satellite Services applicable to those customers who have not entered into pre-existing service contracts designating a specific provider for such services.


Carrier to Carrier Contracts

Non dominant carriers are no longer required to file their carrier to carrier agreements.

No later January 28, 2002, all international interexchange service tariffs (except for carriers classified as dominant for the provision of particular international communications services on a particular route, for any reason othe than a foreign carrier affiliation, under 47 C.F.R. § 63.10) on file and in effect at the FCC must be cancelled by the filing carrier. Carriers classified as dominant for international interexchange service, for reasons other than foreign affiliation, shall file tariffs for those services pursuant to the noticeand cost support requirements for tariff filings of dominant domestic carriers.

Carriers are reminded that once they detariff their international interexchange services, or commence offering services subsequent to January 28, 2002, they must comply with the following commission rules:

  • Section 47 C.F.R. § 42.10 - Public availability of information concerning international interexchange services.

Filing Fee

All tariff filings, including cancellation of a tariff, must be accompanied by the appropriate fee.
