VOLUNTEERS IN TECHNICAL ASSISTANCE (VITA). Denied requests for review and reconsideration and supported the Bureau's conclusions that 1) a de facto transfer of control of VITA's application to CTA Commercial Systems, Inc. (CTA) did not occur; 2) that VITA was financially qualified to construct, launch and operate VITASAT-1; and 3) VITA did not engage in the unauthorized or premature construction of VITASAT-1. On September 5, 1997, the United States District Court for the District of Minnesota granted the Government's motion for judgment on the pleadings in a pirate radio case.
