About the HRPG

On June 25, 2020, the Commission established the Hospital Robocall Protection Group (HRPG), a new federal advisory committee dedicated to combatting robocalls to hospitals.

Congress directed the FCC to establish the HRPG in the Telephone Robocall Abuse Criminal Enforcement and Deterrence Act of 2019 (TRACED Act), which gave the FCC additional tools and flexibility to combat malicious spoofing and scam robocalls.  The HRPG also is organized under, and will operate in accordance with, the provisions of the Federal Advisory Committee Act (FACA).

In accordance with the TRACED Act, the HRPG has issued best practices regarding the following:

  • How voice service providers can better combat unlawful robocalls made to hospitals
  • How hospitals can better protect themselves from such calls, including by using unlawful robocall mitigation techniques
  • How the Federal Government and State governments can help combat such calls

FCC Assessment Proceeding

No later than 180 days from the HRPG’s issuance of its best practices, the TRACED Act, in section 14(d), required the Commission to conclude a proceeding to assess the extent to which the voluntary adoption of the HRPG best practices can be facilitated to protect hospitals and other institutions. On January 11, 2021, the Commission initiated this proceeding by releasing a Public Notice seeking comment on how to facilitate the voluntary adoption of the HRPG's best practices. On June 11, 2021, the Commission concluded the proceeding by releasing a Public Notice with its assessment.
