D’wana Terry

D’wana R. Terry serves as Special Advisor to FCC Chairwoman Jessica Rosenworcel.  In that capacity, Ms. Terry advises the Chairwoman on work the agency can do to identify and redress inequities in its policies and programs.  In February 2022, Chairwoman Rosenworcel appointed Ms. Terry to lead the FCC Task Force to Combat Digital Discrimination, a cross-agency task force focusing on creating rules and policies to combat digital discrimination and promoting equal access to broadband across the country, regardless of zip code, income level, ethnicity, race, religion, or national origin. 

In addition, Ms. Terry is Director of the FCC’s Office of Workplace Diversity (OWD).  OWD develops, coordinates, evaluates, and recommends to the Commission policies, programs, and practices that foster a diverse workforce, and promotes and ensures equal employment opportunity (EEO) for all employees and applicants without regard to race, color, religion, sex (including pregnancy and gender identity), sexual orientation, national origin, age, disability (mental, intellectual, or physical), marital status, parental status, political affiliation, genetic information (including medical history), or any other basis protected by law.  During her FCC career, Ms. Terry has served as an Acting Director of OWD, Associate Bureau Chief in the FCC’s Wireline Competition Bureau, Associate Bureau Chief and Chief of Staff in both the Wireless Telecommunications Bureau and the Consumer and Governmental Affairs Bureau, and an Acting Deputy Bureau Chief of the Consumer and Governmental Affairs Bureau. In addition, she served as Chief of the Wireless Telecommunications Bureau’s Public Safety & Critical Infrastructure Division. 

Ms. Terry, a native Washingtonian, received her Juris Doctorate from the University of Virginia School of Law and her Bachelor of Arts degree from Lafayette College, with a double major in International Affairs and Mathematics.
