For reporting years 1997 and 1998, reporting procedures/row-column definitions, forms, and specifications are available individually and in combination. The COSA list is available only as an individual file, since it is applicable to all reports. Those files described as "complete" are a combination of (1) procedures/row-column definitions (which include, generally, instructions, definitions and row/column descriptions), (2) forms (which include the one or more tables comprising a report) and (3) specifications (for both automated and paper reports). By downloading one of these "complete" files and the COSA list file, you will have the complete support documentation for a given report. Beginning with reporting year 1999, forms were no longer available as individual files but were combined with reporting procedures.
