On October 7, 2011, the Commission adopted rules to implement another provision of the Twenty-First Century Communications and Video Accessibility Act of 2010 (“CVAA”). This provision requires all voice over Internet protocol (“VoIP”) service providers to contribute to the Telecommunications Relay Services Fund (“TRS Fund”) by October 8,

2011. Providers of telecommunications services have been contributing to the TRS Fund since 1993, and certain VoIP service providers (those providing interconnected services) have been contributing since 2007. The CVAA, in effect, extended this obligation to providers of non-interconnected VoIP services.
