Created in 1999, EB is responsible for investigating potential violations of the Act and the FCC’s rules, regulations, and orders that it learns about through filed public complaints, formal and informal communications from the public, as well as from its own internal initiatives.
EB has the authority to conduct investigations, inspections or audits, and this work is conducted primarily by the following 5 internal organizations: the Telecommunications Consumers Division (TCD); the Investigations & Hearings Division (IHD); the Fraud Division (FD); the Spectrum Enforcement Division (SED); and the Office of the Field Director/Regional and Field Offices (OFD).
EB is also responsible for mediating and settling market disputes, which is conducted exclusively by the Market Disputes Resolution Division (MDRD).
Lastly, EB is also responsible for serving as trial counsel for all administrative hearings, and this work is handled by special counsel in IHD.
