On July 6, 2017, the FCC released an item:

On August 23, 2017, the FCC’s Consumer and Governmental Affairs Bureau released a Public Notice announcing that: (1) the item and final rules become effective September 21, 2017, and VRS providers must comply with the rule incorporating the VRS Interoperability Profile on or before December 20, 2017.

  • Adopting a four-year rate plan to compensate video relay service (VRS) providers, effective from July 1, 2017, through June 30, 2021;
  • Amending its rules to permit server-based routing for video calls handled by VRS providers (both relay and point-to-point);
  • Authorizing the use of money from the TRS Fund for Commission-overseen research and development;
  • Eliminating rules providing for a neutral video communications service platform; and

Reestablishing the effectiveness of the rule incorporating the VRS Interoperability Profile.
