On December 22, 2017, the FCC released a public notice announcing December 22, 2017 as the effective date for certain rules adopted in the Closed Captioning Second Report and Order implementing:

  • revised procedures for closed captioning complaints; and
  • a compliance ladder for the closed captioning quality requirements.

Rules requiring video programmer registration and certification compliance will become effective at a later date after the FCC publishes another notice in the Federal Register.
